Maybe the stupid is in the design of the wall Trump approved. They probably could of had diversion channel's to keep the silt and debris away from the wall then there might not of been a need for such big flood gates or a need to keep them open. Bet debris, silt and erosion has already damaged the wall and it will take billions to maintain it and keep it from fallen over. Well lets say Biden did get 10% in kickbacks - those kickbacks would of come from big business. But if Trump did get kickbacks from the contractors that built the wall and the contractors that re built Puerto Rico's power grid it wouldn't of been 10% - it would of been more like 30%. The border patrol is too busy to defend the wall....they have to baby sit.  This gives the illegals too much time to work on the wall. We did not have this problem under Trump.
