Maybe. But Carter is a Democrat, so that might be a problem. Personally, I would send him, what is there to lose? He made peace in Israel back during his Presidency.

No, absolutely not. Bless his heart, Jimmy doesn't believe in following instructions. George H W Bush found that to be the case during his own presidency. President Carter tries to do far too much freelancing outside of official directives and policy. It's a flaw he's had his entire life. He's a know it all and would be a disaster in NK.
