I understand Russian, I grew up with it. I just cant speak it very well. I used to be able to write in it when I went to Russian school when I was a little kid.

I must disagree with you on the wording, mon ami. Your example conveys a different thought than the one I expressed. I intentionally used the passive voice, your example is in the active voice. The passive relies upon an outside entity to carry out the action, which is exactly what I meant to say.

Had the foreign language or languages been taught as a result of environment, such as being born into a household where multiple languages were spoken fluently, where a child absorbs them from the beginning, it makes for more exposure and early in life. Another opportunity is in early childhood bilingual education in formal school settings.

Dude, you're killing me!  Many types of learning, especially language learning, are an ongoing process!  Just as many people on here try to educate me on the fact that languages evolve (duh), it's a lifelong thing, not an instantaneous thing. Also, young minds don't have the capacity to learn everything there is to know about language all at once. As the brain develops and experinces experiences broaden, children pick up more and more along the way.
