    That is called "false flag" and it is a standard technique for gaining support.

    Speaking of David Rockefeller, he is the guy who supported the teetotalers to get a constitutional amendment banning alcohol. Lots of people were running their cars on booze because it was cheaper than gasoline, and he wanted to force people to buy gasoline from his company. Just a tiny example of a ruler provoking a crisis to become an emperor in his field.
