    Well  it could put a damper on nazi rallies - like you could grab the string and pull  the cloud over to their gathering and hope for rain. Cheers!

    Rather related to Nanoose's answer, I'd pull a cloud (maybe more) down and keep it/them over me. I much more adore cloudy weather as opposed to bright, cutting harsh sunny days.

    As far as the article, whether (weather, ha!) that leans me toward genius or psychosis, I don't know.

    You'd pull on the string and the cloud would drop down, filled with blood. That's what happens when fluffy things have strings attached to them.
