The thing is, Osama’s notoriety in the world and influence within his organization was based on the fact that he did do it.
Dubya was a mouthpiece of Cheney, Baker and Rumsfeld, whatever it was he actually believed was subserviant to their whim and control.
If you need proof of this, recall Dubya sitting blankfaced and inert on a chair in that classroom, waiting to be told what to do, immediately after learning the second plane had hit the WTC.
