Even IF you managed to ban personal motor vehicles in a city ... you still need commercial vehicles to transport goods. And there is still public transportation.

Doubt it. Banning something because a group abused their right and caused terrorism doesn't fix it. The tools of destruction are powerless til a person wields it.
