    For me, it's under because the commode is so close to the wall that it's easier to pull up than pull down.  I do know that the inventor shows the diagram with it over.

    They should have a light weight ratcheting device built in to prevent overextending the torque when you 'overpull'.  Does that make any sense the way I wrote it ?
