Is it excepable nowadays to Clap someone in Irons if they been caught doing something wrong.? Surely,if you applaud them they'll do it again

We don't have that problem in Canada because the cops use cuffs that look like plastic Zip ties. So instead  of a clapping sound when the cuffs go on its a zipping sound and I think that's why there is an increase of guys un zipping and exposing them self's  maybe subconsciously they figure they are escaping from the cops. That reminds me of an Eric Clapton and Iron Maiden Concert.  Why is beyond me.
