    We don't have that problem in Canada because the cops use cuffs that look like plastic Zip ties. So instead  of a clapping sound when the cuffs go on its a zipping sound and I think that's why there is an increase of guys un zipping and exposing them self's  maybe subconsciously they figure they are escaping from the cops.
