Liquore stores & Marijuana dispensories are the first that come to mind. The proprietors have a responsibility to ensure that they are not supplying product to people who are inebriated and in most states (if not all) it's illegal.

My home town had at least 3 liquor stores with a drive thru. I know 1 is still there now. I always thought it was strange. I do not know if there would sell to an obviously intoxicated person. We did not drive after drinking to try.
You obviously know I live in New Hampshire. We have state liquor stores in the rest areas on major highways like rt 93 & 95. It's absurd. It's my humble opinion that Drive-thru Liquor sales are just wrong.

Yes. Crazy. I used once. I knew want I wanted so no need to go in. My passenger was very drunk at the time. (Party started before I got off work) But I had to bring him, I was not 21 yet to I needed his ID.
Not legally. Had to be 21. Not even sure I was 18 then maybe 17. That is why I had to bring my drunk friend.
