They might of done that so that if they start losing the war or other countries interfere they will use Chernobyl as a scorched earth policy and set off a giant dirty bomb. And it will likely be the hostages that set off the bomb because Russia will find their relatives and let the hostages know that they will be killed if they don't set off the bomb. The only thing that might prevent that from happening is Russia's love for their wild strawberries - Russians must know that setting off a dirty bomb that close to Russia will destroy their wild strawberries and they are the pride of Russia.
