The audience said "lock her up" and he just smiled. So will the future of this promise come to fruition? Will he actually have his Justice Department and Congress conspire to do that? If he does he keeps a promise and makes his worshippers worship him even more. If he doesn't he angers his worshippers and he doesn't want to do that because they are the only ones who can give him the constant adulation he thrives on. No one else likes him. That would be devastating because it would pollute/poisen the water. All they have to do reroute the pipeline to avoid that possibility. As a result people keep getting promoted until they reach the level of their incompetence. Then the promotions stop and they are no longer evaluated on performance but on such things as being on time or being a pleasant co-worker. They are rarely fired for incompetence so they stay there doing the job incompetently until they retire or die.
