Around 1964, a family friend returned from Army service in Europe. He had married a European woman and they had four children when I first visited them. She was pregnant with number five. They were living in Washington DC and she was getting her prenatal care at Walter Reed Hospital. Before baby number five was born, she asked the doctors to please help her get her tubes tied. She was told, "no", that they would not do such a thing. Within two years, she had number six and had no trouble getting her tubes tied at Walter Reed. That's how quickly the tide on birth control changed.
