The woman on the left did not commit a terrorist act. And her holy book does not tell her to kill the unbelievers (infidels) or the other people of the scripture. In fact, it says to do good to your enemies.
The one on the right IF she is a member of Hamas as it appears, is a member of a known terrorist group. The Koran is filled with things telling their people they can kill others, take them as slaves, etc as long as they are not Muslims.
Thus saith the Prophet Muhammad (peace be upon him) "Those of you who are Christians, and Jews, and Sabians; if you do good and believe in God and the Last Day, you shall have your reward, for Allah, and there is no fear for them, nor should they grieve." (HQ 2:62). "Do not dispute or argue with the People of the Book but in that which is best" (HQ 29:46)
A lesser known document, the "Ashtiname (Treaty) of Muhammad" was written by the Prophet when he was being sheltered from his own people by monks of the Order of St Catherine. It states among other things, "be good to the People of the Book. Invite them into your homes and dine with them" - probably for the purpose of proselytising, but it does not explicitly state this. Also "should any Christian woman be married to a Muslim, such marriage should not take place except after her consent, and she must not be prevented from going to her church for prayer. Their churches must be honoured and they must not be withheld building churches or repairing convents. They must not be forced to carry arms or stones; but Muslims must protect them and defend them against others. It is positively incumbent upon every one of the followers of Islam not to contradict or disobey this oath until the Day of Resurrection and the End of the World." The document is generally accepted as authentic by modern and ancient scholars.
You can also find acts of violence, even atrocities, supposedly condoned in the Bible. Genesis 34 for example.
As you said "supposedly condoned" by the Bible. Just because something is recorded in the Bible does not always mean it is condoned. Just as there are men with multiple wives recorded. The Bible says clearly in Genesis marriage is 1 man and 1 woman.
Then she should be arrested for that action. But her holy book does not instruct her to act that way in fact it says the opposite.
