Well that is very subjective - to you it sounds like a woman's voice but perhaps you should broaden your definition of what a man's voice is or should be.
Imitating women. Not just the voice but body language too. It’s obvious when a man is making an effort to impersonate a woman. Why are they being given employment in the public service sector? If I want to work in a job dealing with the public do I need to impersonate a woman too? It seems crazy to me

I would think it's fine.I would think too that there was a good reason, like that he had a problem with his voice and cannot help speaking like that. It's much more common to find people who look like a woman but talk like a man..
