In the long ago olden days people were paid by "piecework". You got paid for what you produced. By the piece. Why aren't legislators paid for the bills they pass?

The two "presumptive" nominees for President speak English. Neither one is bilingual to my knowledge. Wouldn't it make sense for the VEEP to be bilingual? Why?
