Are there tests to determine if the investigation has a solid legal and defensible basis or are witch hunts perfectly acceptable?

If you register and the government KNOWS you are doing so is there no problem? How many American citizens are servicing/serving foreign governments vis a vis lobbying Congress on their behalf to do whatever will benefit their clients? Is that what a patriotic citizen would do? Are there many of them? Is that an honorable profession? Would you do so?
