I don't know what the percentage of effectiveness is for either method. But like a faucet. If you can turn it on why can't you turn it off or lower the speed/volume?
Glorious sunshine yesterday... icky grey and rainy today.. Typical Brit summer I think.. Oh well never mind I have to go to work anyway so maybe I will try not to notice :P
