It is the person not the thing itself that controls appreciation. A student getting a grant or scholarship( for whatever reason) that facilitates his/her going to university when otherwise the student couldn't is very much appreciated. Working to earn the money to go college is not easy. Getting a helping hand here and there when you can is greatly appreciated. There are student loans of course but they are not "gifts". You have to pay them back. The student debt can be crushing and take years maybe decades to pay off. What's wrong with helping the kids out? less

Also it is needed to counteract the effects of growing income inequity in the United States.Stockton Mayor Michael Tubbs plans to implement the program this year.
