The audience said "lock her up" and he just smiled. So will the future of this promise come to fruition? Will he actually have his Justice Department and Congress conspire to do that? If he does he keeps a promise and makes his worshippers worship him even more. If he doesn't he angers his worshippers and he doesn't want to do that because they are the only ones who can give him the constant adulation he thrives on. No one else likes him. That would be devastating because it would pollute/poisen the water. All they have to do reroute the pipeline to avoid that possibility. You'd see Sinatra laughing his head off in the audience along with other celebrities while he was being slammed by Rickles. Why? Do some folks enjoy being made to look foolish?
