So, why doesn't the legal system have a clear definition of the word? How much leeway is a government official have concerning finance?

I could also tell him some genetic and medical facts that show cannabis is not suitable for him but since an adult dog only has the intelligence of a 2 year old human he probably wouldn't understand.
